Renewable energy and energy efficiency in Pakistan (REEEE)

Objective

Promotion phase (2014 – 2016): Within this phase the project aimed to strengthen the use of promotion mechanisms and strategies to encourage small and medium enterprises, industry and end users to invest in renewable energy and energy efficiency.

New promotion phase (2017 – 2019): During this phase, the aim is to enhance the conditions needed to disseminate renewable energy and energy efficiency solutions that will be effective in the long term.

Short description

Inadequate use is being made of existing renewable energy potential and there is significant scope to cut energy consumption by adopting energy efficiency measures. The potential that can be realised economically is estimated at about 20% of the country’s entire energy consumption. Currently, renewables (not including hydropower) account for about 2.5% of Pakistan’s energy mix. There is no national implementation strategy for sustainable energy provision and use.

The project addresses the entire country at political level. Implementation measures will be carried out at provincial level with a special focus on Punjab. The strategic direction of the planned technical cooperation measure is to improve the availability of support and financing instruments to encourage investment in renewable energy and energy efficiency at national and provincial level. To this end, activities will be implemented relating to ‘the use of market instruments’, ‘the development of renewable energy and energy efficiency promotion strategies’ and ‘institution building and capacity development’. The Pakistan-German Renewable Energy Forum (PGREF) supports the partnership between Pakistani and German actors in order to facilitate technology and knowledge transfer. The project is financed by BMZ.

Achievements

Textile companies working with the project realise economically advantageous energy savings of between 10 and 20%. The Pakistani textile industry association has recognised the need to introduce energy management systems in order to make sustainable energy efficiency gains and offers competent energy services with the support of the project.
